I think the latter is best.  Otherwise libtool would end up getting out of 
sync with the canonical release.

I'm not sure even `cp -p' is optimally portable.  Is there any reason why we 
can't try `ln -s' and fall back if it fails?

Let me know eirther way if the attached patch works for you, and I'll commit 
something that works based on your test.
