itself doesn't require 1.8.  People should still be able to use

I was over-excited.  I'll remove that line before I commit.

Also, I'm wondering if there is any reason to require 1.8 in the
package itself.  I've just removed the top-level "AUTOMAKE_OPTIONS =
1.7a" to try a build with 1.7.7 and it worked fine.  Am I missing
something?

Nope, I'll reduce that to 1.7... that might be too conservative, but I
don't want to set it too low and get lots of bug reports from people who use ancient Automakes.
