Letting --finish accept .la file names is a valid (but low priority)
optimization opportunity. It can be done unrelated to this thread, and
this thread does not need to wait for the feature to be implemented,
I don't see any reason this thread *absolutely needs* that feature.

Or just mode=finish for now.

Yep. And while you're doing (a), then letting libltdl be lenient about
'=' is prudent.
