[PATCH 14/25] syntax-check: fix violations and re-enable sc_prohibit_magic_number_exit.

* cfg.mk (local-checks-to-fix): Remove sc_prohibit_magic_number_exit
from list of disabled checks.
* ltmain.c: Removed unused file.
