You need either Cygwin or MinGW. DJGPP used to work at some point,
but has likely bit-rotted. At the moment, only GCC is supported, but
MSVC support is in the works. Support for Interix with GCC has been
added to the CVS version, but is not in a stable release yet.
Please check out the corresponding web sites and documentation for how to
install Cygwin or MinGW. They have libtool packaged, too.
