Yes, that's strange.  Maybe just because it's the second time, I think
you'll just have to investigate.  What happens if you remove
/netrel/inst and edit config.make, adding -x to the INSTALL command

  INSTALL = $(SHELL) -x $(step..

and run mknetrel -b again?
