l.v. tie missing

Especially in French piano music (Debussy, Preludes), a small tie is
used which is bound only to the left, normally followed by a rest:

There are two variants of this symbol:

  . The tie `connects' to the following rest -- I suggest to allow
    e.g. `c4 ~ r4' in lilypond to get this effect, making input of
    such l.v. ties easier.

  . The tie is very short and doesn't stretch or shrink.  IMHO the
    right solution is to add up-tie and down-tie variants of different
    length to the feta font.
