harmonizing vertical tie positions

[lilypond version 2.9.28]

Look at the attached image which has been produced from this output:

  \version "2.9.28"

  \relative c'' {
    r2 d2 ~ | d1 ~ | d1 |
  }

  \paper {
    ragged-right = ##t
  }

Is there any reason that the first tie's position is much lower than
the second one?  Can this be harmonized?  I know this isn't an urgent
issue, but...
