Re: convertrules.py with decorator

Attached a (hopefully properly git-formatted) patch. I built and tested again, 
just to be sure, and it works well. I documented the decorator function and 
wrote the code a bit less obtuse :-)

This just makes convertrules.py look better. Every rule is now a single 
entity. I separated each rule with two blank lines.
