Build system problem in mf/ (does not rebuild if some .mf file is modified)

It seems that in the mf/ directory, several dependencies are missing. In 
particular, the fonts are only rebuilt if e.g. feta11.mf is modified, but not 
if any of the files included by it is modified. In particular, if you 
modify/touch feta-banier.mf, the font will not correctly rebuild as required!

It seems that the GNUmakefile in mf/ does not add any dependency of the fonts 
on the included files and the default rule for $(outdir)/%.pfb in 
stepmake/stepmake/metafont-rules.make only depends on %.mf but of course not 
on included files. 

What is the correct way to add these dependencies to the build system?
