Just an update on this...

I believe that (a) describes the situation.  In fact, Pango implements
the Unicode bidirectional algorithm internally and abstracts the
complications away from the user.  So, there is no need for LilyPond
to implement the algorithm per se.

But, LilyPond is not using these functions -- or possibly not calling
the correct functions -- so the Unicode characters in question are not
being recognized correctly.  Instead LilyPond tries to find a glyph
for these characters, but of course none are found.

I'll add this to the issue tracker tomorrow sometime, hopefully,
unless someone else beats me to it.
