An example showing Hebrew (and Cyrillic) lyrics is
already in the docs.  Has been for ages.  See section
3.3.3 in the Notation Reference

Both look fine in html, and Hebrew also looks fine
(AFAICT) in pdf, but the Cyrillic is missing in the
pdf.  This is true of the 2.13 downloaded manuals from
lilypond.org and those following make doc on my system
(ubuntu under Vista).  So Mark and Carl are right, it
seems like documenting this in pdf would be problematic
unless the missing Cyrillic in pdf can be understood and
fixed.
