Congratulation, you just found the minimal example to highlight that problem. 
At the time when the c2 starts, the part-combiner does not see a note in the 
first voice (since it does not remember and take into account the duration of 
the c1) and thus detects the c2 as "Solo II" (which it clearly is not).
