we used to support up to 98SE, which is still somewhat DOS-reliant.)
The patch remove CYGWIN specific code, that make impossible to build on
CYGWIN 64 bit, and that it is not needed for the program to correctly
work.
It use a call deprecated more than 5 years ago.
Current CYGWIN support is from Windows XP SP3 onwards.
