gcc: error: @PYTHON_CFLAGS@: No such file or directory

I’m using LilyDev 3. I just ran configure, and now I get this error very
shortly after I try to compile:
> gcc: error: @PYTHON_CFLAGS@: No such file or directory
> make[1]: *** [out/midi.lo] Error 1
It fails in this way on this commit but not the previous:

On the previous commit, it fails quite a bit later in this way:

That failure occurs on this commit but not the previous:
