I've just checked it out on a Windows 10 (build <16215) laptop.
lxrun installs an old LTS Ubuntu (14.10); while on Windows Store there's Ubuntu 16.04, but you must have Windows build 16215 or later to install Linux from the Store.

Installing Ubuntu was very easy.
But then you have to configure it in order to build LilyPond. I had to add deb-src in sources-list, then apt-get build-dep lilypond, install a few more packages and eventually I could build lilypond. I confirm that it works.

It would be nice if we could add LilyDev to Windows Store.
But I don't think it's possible. It seems Linux images are provided by Microsoft:

Anyway, if I used Windows, I would probably prefer WSL over any virtual machine software.
