Ok, so maybe you're the first one to try it on XP (or the first one to
complain). Did you look at:

Where did you install/download LilyPond from? What version do you
have? I assume you're using MiKTeX?

This sounds like TeX not working properly. Does
latex sample2e
work for you?
How did you run LilyPond? Try using ly2dvi, that will setup
environment variables
ly2dvi -Pps example-1.ly
If you're using MikTeX, you should maybe run this several times.
You may also try uninstalling MikTeX, and using the experimental
tetex/texmf packages from:
http://lilypond.org/gnu-windows/testing/setup.exe

Uhm, DIR and COPY are not builtin bash commands. Try installing
fileutils, and use the commands: ls and cp. See also:
