Yes, somehow, the '-I /usr/local/include' didn't get through, or was
removed again.  See:

it's not there.  What does

    head config.make

say, because looks like you found a bug in the configuration process.

If the USER_CFLAGS do not show the extra include flag, please add manually
and try again.
