(good thing you included it verbatim), is caused by a mismatch between
ghostview (the GUI) and ghostscript (the actual Postscript
interpreter).
There are two workarounds listed here:

You could also try to uninstall the ghostview/ghostscript you
downloaded separately, and instead rerun LilyPond's setup.exe
http://lilypond.org/cygwin/setup.exe
and select packages 'gs' and 'gzview'. These should have been
selected automatically, if not, that's a bug of setup.exe.
