No, they don't occur at the same time, and hence they should not be aligned.
but with < { a4 a2 } { a'2 a'4 } > the half notes in the measure
are not equal in following space.

Yes, they are.
Both in 1.4 and 1.5 you get this:

The tildes illustrates the length of the two half notes - and you see
that both notes get 6 tildes - and hence that they have same length.
