You are right. I stated it improperly. I was not sure of the proper term, but yes, it is a pickup measure where no chords are played. Therefore I must skip a note before the first chord is displayed.

I'm not certain what you mean by "skipping a chord".  To have a "pickup"
(also called an "anacrusis") in the first bar, do this:
\time 3/4 \partial 4
c4 | c2 c4 | d2 d4 |

I expect that the chords should fall into place.
