I don't know how to do exactly what you want, but you could just put an equal
number of bars per line (that's covered in the manual).  The bars should end
up with relatively equal spacing.

Alternately, you could stick the same number of invisible eighth notes in
each bar.  I can't remember how to create invisible notes, but it's been covered
on the mail lists; just do a few searches and you should find it.
