I assume that you are trying to install on a Windows machine, you didn't
say.

When you run setup.exe and have clicked a number of times on Next, you
will come to a screen saying "Select Packages". Click on "Publishing" in
the list. Then, on the line listing lilypond, click on the circle with
the arrows until it says 1.6.8-2 (or whatever version is most recent
when you try it). Then, just click on Next a number of more times.
Clear enough?
