It seems this is a feature that was introduced a long time ago
and has not been actively taken into consideration when Lilypond
has evolved. I just tried in 1.6.8 and you are right that
\bar "||:" gives an empty bar line in the middle of a score line,
however at a line break, it gives the desired "||" at the end of
the first line and "|:" at the beginning of the next.
So, it should work, at least if you force a line break with
\bar "||:" \break \repeat ...

do you mean like this?:
\skip 1*8 \bar "||:"
\repeat volta 2 { \skip 1*20 }
that results in the barline disappearing altogether under lily 1.6.6.
i also tried:
\skip 1*8
\repeat volta 2 { \bar "||:" \skip 1*20 }
with the same result.
