Now I see what happens. Even with break-visibility = #all-visible,
Lilypond only considers printing stanza numbers at the bar lines,
not i the middle of a bar. Accidentally, I had used full measure rest
before sending the previous answer, that's why it worked in my example
but not in yours.

As a workaround, you could add an empty bar line at the place you want
the stanza number to fool Lilypond. To make your with_once.ly example
work, do:

melody = \notes \relative c' {
\time 4/4
  \key f \major
  \clef treble
  r4 \bar"" f4 f2 | ...

This applies to the stable series, 1.6.xx, I don't know if this has
been changed in 1.7.xx.
