For me the problem was that the file /etc/texmf/dvips/lilypond.map
was a symbolic link pointing to a lilypond.map of my old distribution
(1.6.6) that didn't exist anymore. What solved my problem was (in Debian):

apt-get uninstall lilypond
rm -fr /etc/texmf/dvips/lilypond.map*
apt-get install lilypond
