\relative is for relative mode. For 'absolute' mode, \transpose is the only 
octave-related command.

Actually, there is a way of getting rid of all ':s in twinkle using transpose:
\transpose a' {c4 c g g a a g2 f4 f e e d d c2}
(not very practical, though...)
