Just after I wrote this I saw the exact same problem (spacing being messed up at end of line by key change) in something I was about to print. The solution of adding a measure on that line (a measure of rest) I considered not as safely readable and moving the measure with the hairpins to the next made the part take two pages instead of one.

This looks like a bug to me. I will try to file it more officially when I get back from my show.
