That's because it's only necessary for the packager.

What system do you use?  After apt-get install lilypond, opening a .ly
file starts lilypond mode for me (debian/unstable), it has done so for
years.  If it doesn't that's probably a bug.

As we're on the topic of constructive criticism, it would be great if
you figured out what goes wrong, and send a bug report (possibly with
a patch) to the packager.

I think it should just work, probably for vim too.
