This indicates that you didn't manage to compile the lilypond-bin
binary correctly. Look for error messages earlier in the compilation.
What do the following commands print out?

lily/out/lilypond-bin --help

lily/out/lilypond-bin --verbose

(export LILYPONDPREFIX=$PWD; lily/out/lilypond-bin --verbose)
