Yes.  What error message do you get?  If something does not work, you
really need to include the error message and possibly version of your
software.

This works for 2.2 from the toplevel source directory:

    TEXINPUTS=Documentation/user: lilypond-book --format=latex 
--process='lilypond-bin -I Documentation/user' --output=out/ latex-example.latex
