According to what rule? When I try your example here, the stems
point upwards. I tried manually forcing them down and compared
which version felt most pleasing to the eye, but I have to say
it was a fair play. Without consulting a typesetting book, I
can't say that any direction is right or wrong.
I also tried it with version 2.3.x, which gives exactly the
same stem directions as 2.2.5.
