The traditional standard typesetting is to use special signs (as you see in the examples - double the height of the "two" sign to make four, print two fours to make eight) for up to eight measures, and then to use the thick horizontal bars for 9 or more.

But in the school concert band music I've seen, (mostly modern and American-printed), the signs for two through eight bars were forgotten, and all rests were either written out in full, a single bar at a time, or else had the horizontal with the number above.

As a temporary fix, is it possible to let it print the old-style signs but add your own number over top? The players would probably not be too disturbed...
