I'm afraid that Lilypond was not installed. Please make sure that you've selected the 2.2.5-1 version of LilyPond when installing cygwin.
For Windows editing and running lilypond I can recommend jEdit (www.jedit.org).You can install a Plugin (LilyPondTool) for jEdit that helps.
