The rhythms in these measures look rather odd.  I'm not sure what 
they're supposed
to be, but in any event, these are not complete bars in 2/4 time.  (Or 
maybe it's just
too late for me to... uh... be coherent.  Yeah-- I think I'll go to bed 
now.)
