Adjusting system spacement on lilypond 2.3.18

I have a problem when I want to use the betweensystemspace option. I think the default system space in 2.3.18 is too large, because the same music that is engraved with version 2.3.13 generate 5 systems on a page, and with 2.3.18 generate 4 systems. 
When I set betweensystemspace, the result isn't the value I entered.

How to use betweensystemspace correctly?
