You cannot easily use lilypond-book with TeXLive, but you can
use it with the teTeX package in cygwin, which should work
just as well unless you use some very specific features
of TeXLive. To do this, you should first rerun setup.exe
and install the packages tetex-base and tetex-extra, if you
haven't done that before. Then, you can call the usual commands
latex, dvips and so on from the Cygwin command window.

For example files, you have a full example in the Tutorial.
The suffix of the file doesn't really matter, but it's a good
practice to use a separate suffix such as .lytex for a LaTeX
with embedded LilyPond code, so you directly recognize that
this is a file that has to first be processed by lilypond-book
before you can run latex.
