No, and I can't find it on the Apple pages for 10.3 (Panther).

The only Developer Tools package I see there is for 10.2, not 10.3.  If 
I missed it please point me to it.  I can't find it.

Yes I have run selfupdate.  No change.  And, I do NOT see the 
system-xfree86 choice.  I suspect I need the SDK package, and therefore 
the developer tools disk.  I think I'm stuck until I get one, though 
I'll certainly try anything else you might suggest.
