You have lily 2.4.2 installed, right?  From the fink package?

Try this:
\version "2.4.2"
\layout{raggedright=##t}
{
ces^\markup {"\\textcircled{\\tiny 1}"}
}


If it doesn't work, please inform us.  I just tried it on my system
(OSX), and it worked.
