Are you sure that you don't want
| c2) \times 2/3 {c4 b c}
instead of
| c2) \times 2/3 {c b c}
(which is the same as
| c2) \times 2/3 {c2 b c} )

I hope you realize that
\times 2/3 {c2 b c}
i.e. a triplet of half notes fills a full bar.
