The Cygwin installer offers two alternative versions of the lilypond
package. I hope you don't try to double-click on the circle with arrows
when you want to select the package, since this is interpreted as two
single clicks, which means that you see the older version instead of the
2.4 version. A few users reported some months ago that they could only
see the 2.2.5 version the first time they ran setup.exe but the 2.4
version if they reran it again after having installed the 2.2 version.
The only explanation that was given on the list was the one I mentioned
below, namely that they might have used double-clicks instead of single
clicks.
