Why? You could easily fake LilyPond into beleiving that the previous
note is short than it actually is. For example, if you write
a2*31/32 s64
it will print an ordinary half note but the total duration of the note
plus the spacing note will also be half a note.
However, from your original question, it seems to me that what you
really want is
a2^1 \breathe
You also asked about how to move a 'tr'. The easiest way to find out is
to look up the section in the manual that describes how to get the
symbol. In this case it's

At the bottom of this page, you will find a link to the Program
reference of the layout object that's responsible for the typesetting,
namely 'Script'. If you follow the link, you will only find a list of
the properties that are set by default, but if you go through the
different xxx_interface links at the bottom of that page, you will see
all the properties that can be set, among others the extra-offset
property.
If you instead go to the section on text scripts, you will find out that
the corresponding layout object is called TextScript. So if you have a
property setting that works for text scripts and want to use something
similar for articulations, you should just replace 'TextScript' with
'Script'.
