Double-click broken in Windows 2.5.29

I just downloaded lilypond 2.5.29 for Windows, and double-clicking a file or 
using "open with lilypond" no longer works like it did in 2.5.27.  The only way 
I seem to get any output is by dragging the file directly to the icon on the 
desktop.  I'm using Windows XP.

Also, while I'm asking a question...  How do I invoke lilypond-book from 
Windows now?  There is no command window like in Cygwin to type in my 
parameters.
