Forced Vertical extent (2.7.18, WinXP)

Hi everybody!

Can anybody give me a short example on how to make the staves inside a 
system to take a forced vertical extent?

The old style like in 2.6.X semms to be changed or broken. A thread in 
the bug-list couldn't help me. The same for the program reference.
