Please always tell what LilyPond version you use and preferably
also include a short but complete example of an .ly file that illustrates
what you tried so far.

However, in this case I think I can answer your question anyway. Try
\override SustainPedalLineSpanner #'padding = ...
(the default value is 1.2) or
\override SustainPedalLineSpanner #'staff-padding = ...
(the default value is also 1.2). This is similar to how the vertical positioning of
dynamics is handled.
