OK I see. Thank you. I was expecting a default perc clef to act as a treble clef.

It is on purpose.
c' is the "default note", and middle line is the "default line".
To me it seems sensible that a clef with no pitch-meaning puts the default note on the default line.
What did you expect it to do?
