LilyPond won't merge voices when the stems are facing the same direction.

If you change the direction of the middlevoice 8th, it works:

s4 <c d,^\laissezVibrer>4.*2/3 \stemUp a,8\laissezVibrer \stemDown
c'8 ~ | % 20
                        c c <c d,^\laissezVibrer>4.*2/3 \stemUp a,8\laissezVibrer \stemDown
c'8 | % 21

The knee on the beams is a bit ugly, so you might want to override them manually.
