Strange! If you look at the bottom of the page of
http://lilypond.org/doc/v2.11/Documentation/user/lilypond/Text-spanners#Text-spanners
you'll see that it is typeset using version 2.11.41 and when I try it here with a self-compiled installation that still says that it's version 2.11.41 but probably contains a few changes compared to your, it still gives dashed spanners as normal.
