I agree. However, one of my TODOs is to add \context to the Learning Manual, although this will probably not happen before 2.13. It will not precede section 3.1.1, so, yes, it should be removed from that section to avoid violating the design principle that nothing is used unless it has been explained earlier. I'll do it now.
