/home/tomc/bin probably isn't in your $PATH. I'm going to guess that  
to add it to your path you'd have to modify (or create and then  
modify) the /home/tomc/.bashrc and add
PATH=$PATH:/home/tomc/bin/
export PATH

I think the last line has to be blank, I'm not sure. And again, I've  
never done this on anything but OSX, but it looks similar, and  
hopefully that helps. And believe me, I know exactly how frustrated  
you are.
